残業に怒り心頭、道路封鎖で会社に抗議

中国の労働実態を監視する米国の非営利組織（NPO)、チャイナ・レーバー・ウオッチは２５日までに、広東省深圳市の台湾系コンピューター部品工場で２２日に労働者約千人が参加する大規模ストライキが起きたと伝えた。残業などに不満を持ち、道路を封鎖して会社側に抗議したという。日経より。

中国広東省は広州市南沙など沿海３地区で新産業の振興に乗り出した。企業などの税率を香港・マカオ並みに抑え、香港や海外から金融や情報技術（IT）などの先進企業を呼び込む。「世界の工場」と呼ばれた同省は人件費の上昇でコスト競争力が低下。サービス業やハイテク産業の育成で経済成長の持続を目指す。

新産業を育てるのは広州市南沙、深圳市前海、珠海市横琴の３地区。このうち横琴は企業所得税の税率を通常の２５％から１５％に引き下げるなどの優遇策を適用することが８月に決まった。広州市と深圳市もそれぞれ同様の優遇策を設けることをめざし、中央政府との調整に入っている。

広州市南部の南沙はトヨタ自動車の合弁工場や造船大手の中国船舶工業集団系の大型輸送船工場が稼働する製造業の拠点だ。同市は金融や医療、建築、IT、アニメ産業の振興も図る考えで、香港などでの企業誘致活動に乗り出した。

南沙は中国と香港の経済面の融合を進める経済緊密化協定（CEPA）の先行試行地域。香港企業や外国企業の香港法人に対する医療や建築などサービス分野の自由化が中国本土で最初に進む見通しだ。広州市は企業誘致の優遇措置を独自に設定できる「国家級新区」の認定も目指す。

深圳市南部の前海も金融や会計、物流などのサービス業の誘致を図る。優秀な人材を招くため個人の所得税率を実質的に最高２０％までに制限したり、企業間のトラブルを解決する商事法廷に香港から陪審員を招くなどのユニークな制度づくりを探っている。

先行する珠海市の横琴では、すでに香港企業など２社が合計３８０億元（約４７００億円）を投じ映画の制作拠点や商業施設を建設することを決めた。隣接するマカオの澳門大学の分校を地区内に設けるなど香港、マカオとの融合を進める。日経より。
